Abstract
Este artículo analiza el proceso de estructuración institucional del sector no lucrativo español en el ámbito de los servicios sociales. Muestra cómo estas organizaciones han producido una estructura institucional de entidades de segundo y tercer nivel con funcionalidades de representación e incidencia. Nos interesamos por las características y efectos del proceso, las percepciones de sus actores, contextualizándolo en el ámbito de los países del sur de Europa. Concluimos que el sector no lucrativo no ha tenido un papel subsidiario en la formación del sistema de servicios sociales español, sino que ha desempeñado una función crecientemente activa en la configuración de la agenda y en formación del entramado de esta política pública. Sin embargo, esta funcionalidad es también un elemento de tensión interna entre las posiciones colaborativas y las reivindicativas.

This article analyses the process of institutional structuring of the Spanish non-profit sector in the social services sphere. The study shows how non-profit organisations linked to the Spanish social services system have produced an institutional network of second and third level entities with representative and socio-political advocacy functions. We are interested in the characteristics of this process, the perceptions of those involved and its effects on the formation of the Spanish social welfare model, contextualized in the context of Southern European countries. We conclude that the non-profit sector has not been a subsidiary actor in the formation of the Spanish social services system, instead, it has played an active role in shaping the agenda and structure of public policy in this area. However, this process has also generated an internal tension between collaborative and advocacy positions
