AB El artículo indaga sobre la dictadura de Simón Bolívar en el Perú y su rol vital para legitimar los decretos de convocatoria hechos por Sucre y Casimiro Olañeta entre el 2 y 9 de febrero de 1825 para la reunión de una Asamblea Deliberante en el Alto Perú que decidiría el rumbo político de las regiones altoperuanas. Por tanto, el propósito del texto es probar que la dictadura soberana ejercida por el Libertador en su estancia en el Perú, entre 1824 y 1825, legitimó los decretos que hicieron Sucre en Puno y Casimiro Olañeta entre Puno y La Paz convocando a una Asamblea Deliberante en el Alto Perú el 9 de febrero de 1825 generando el origen de la república boliviana el 6 agosto de 1825.
