AB Esta tesis investiga los elementos que influyen y conforman los sistemas locales de cuidados. Se inserta en el debate sobre la sostenibilidad de los sistemas de cuidados y de bienestar local. Dada la importancia de los cuidados para el funcionamiento y la supervivencia de nuestra sociedad y reconociendo el nivel local como la escala en la que surgen nuevas maneras plurales de bienestar, este estudio pretende arrojar luz sobre cómo los territorios crean sus propios sistemas locales de cuidados. Para explorarlo, adoptamos un enfoque multiescalar y examinamos el bienestar local desde la perspectiva de los sistemas de bienestar, entendidos como un modo mixto de prestación de servicios y elaboración de políticas, el grado de socialización de los riegos y la orientación de las políticas. La investigación se centra en particular en cuatro municipios mediterráneos: Bolonia y Rávena en Italia, y Cádiz y Huelva en España. Analizamos las políticas de cuidado nacionales, regionales y locales en dos ámbitos: la primera infancia (0-3 años) y la dependencia de la tercera edad, partiendo de la hipótesis de que las distintas áreas funcionales dan lugar a configuraciones de cuidados diferenciadas en cuanto a servicios y actores implicados. Para ello realizamos un análisis de contenido mediante el mapeo de las políticas de los documentos legislativos a nivel nacional (Italia y España) y regional (Emilia-Romagna y Andalucía), junto con entrevistas semi-estructuradas a técnicos del sector público, empresas sociales y asociaciones de voluntariado de los cuatro municipios. El objetivo de esta investigación era comprender el papel de cada escala en la formación de los sistemas locales de cuidados, y la estructura comparativa del estudio es fundamental para distinguir las dinámicas específicas entre las distintas escalas institucionales, territorios y ámbitos políticos. Este estudio contribuye a comprender la interacción multiescalar entre escalas supramunicipales y territorios, a explicar las diferencias intrarregionales y a subrayar la importancia de los territorios locales en los sistemas multi-escalares de bienestar a pesar de los vínculos regionales y nacionales.
AB This thesis investigates the elements that influence and shape local care systems. It engages with the debate on care sustainability and local welfare systems. Given the importance of care for the sustainment of our society and recognising the local level as the scale where new modes of welfare emerge, this study sheds light on how territories create their own local care systems. To explore this, we adopt a multi-scalar approach and we examined the local care welfare from the perspective of the welfare system, understood as the combination of the mixed mode of service provision and policy-making, and the public orientation and degree of socialization of care risks. The research focuses specifically on four Mediterranean municipalities: Bologna and Ravenna in Italy, and Cádiz and Huelva in Spain. We analysed national, regional, and local care policies in two sectors: early childhood (0-3 years old) and elderly dependency, based on the hypothesis that different functional areas give rise to distinct welfare configuration in terms of services and actors. To do so we carried out a content analysis through policy mapping of national (Italy and Spain) and regional (Emilia-Romagna and Andalusia) documents, alongside semi-structured interviews with public sector technicians, social enterprises, and volunteer associations in the four municipalities. The aim of the multi-scalarity approach was to understand the role of each scale in shaping local care systems and the comparative structure of the study is central to distinguishing the specific dynamics across different institutional scales, territories and policy areas. This study contributes to the understanding of the multi-scalar interaction between supramunicipal scales and territories, to the explanation of the configuration of local system and of the intraregional differences, and to highlights the importance of local territories despite regional and national constraints.
