AB ABSTRACT.In this study we address two idiosyncratic labour markets; those of Spain and Andalusia. Spain is characterised, among the developed economies, for presenting a high and persistent rate of unemployment, the Andalusian region being an extreme case within Spain in this respect. We provide data on the Spanish and Andalusian labour markets from a comparative perspective, mainly comparing them with the Eurozone data. Some well-known macroeconomic relations (Phillips curve, Okun law and Beveridge curve) are also studied. After broadly describing the main features of the Spanish and Andalusian labour markets, including institutional ones, and focusing on their differential behaviour, we also comment on the possible explanations or underlying causes of their structural problems. Topics such as the long-term unemployment phenomenon, the insider-outsider labour dynamics, the bargaining system and several mismatches are addressed. Finally, we also discuss feasible measures or policies in order to combat the sources of the high and persistent unemployment; for instance the reinforcement of the ALMPs, the fostering of better labour institutions and the enhancement of quality labour demand. The fight against the excessive use of fixed-term contracts and the high job turnover is also highlighted. Overall, we hope that our broad analysis, from several perspectives, will shed some additional light on this relevant case study, which deserves national and international attention from the beginning of the Spanish democratic period. New policy measures are required in this field to converge with more balanced labour markets.
AB RESUMEN.En este estudio abordamos dos mercados de trabajo idiosincrásicos: los mercados de trabajo español y andaluz. España se caracteriza, entre las economías desarrolladas, por presentar una tasa de desempleo alta y persistente, siendo Andalucía un caso extremo entre las regiones españolas a este respecto. Proporcionamos datos de los mercados de trabajo español y andaluz desde una perspectiva comparada, sobre todo comparando con los datos de la eurozona. Algunas conocidas relaciones macroeconómicas (curva de Phillips, ley de Okun y curva de Beveridge) también son estudiadas. Tras describir ampliamente las principales características de los mercados de trabajo español y andaluz, incluidas algunas institucionales, y centrándonos en su comportamiento diferencial, también comentamos las posibles explicaciones y causas subyacentes de sus problemas estructurales. Temas como el fenómeno del desempleo de larga duración, la dinámica laboral “insider-outsider”, el sistema de negociación laboral y diversos desajustes son abordados. Finalmente, también exponemos posibles medidas y políticas para luchar contra las causas del desempleo alto y persistente; por ejemplo, el reforzamiento de las políticas activas del mercado de trabajo, el fomento de mejores instituciones laborales y la potenciación de la demanda de empleo de calidad. La lucha contra el uso excesivo de los contratos temporales y la elevada rotación laboral también es destacada. En conjunto, esperamos que nuestro amplio análisis, desde diversas perspectivas, arroje alguna luz adicional sobre este relevante caso objeto de estudio, que ha recibido atención nacional e internacional desde el principio del periodo democrático español. Nuevas medidas políticas son requeridas en este campo para converger con mercados de trabajo más equilibrados.
