Abstract
El presente informe es el producto de la investigación que la Consejería de Igualdad, Políticas Sociales y Conciliación de la Junta de Andalucía encomendó a finales del año 2019 a un equipo de investigadores de la Universidad Pablo de Olavide.
Aunque el encargo inicial por parte de esta Consejería iba muy enfocado al análisis de las ratios de profesionales, de los datos sobre población beneficiaria y de las fuentes de financiación en los Servicios Sociales Comunitarios de Andalucía, desde el equipo de la Universidad Pablo de Olavide planteamos la oportunidad y conveniencia de hacer ese análisis en combinación con el estudio de los modelos organizativos de estos servicios sociales comunitarios. Entendíamos que analizar solo datos sin conocer la realidad que hay detrás de los mismos no iba a generar grandes aportaciones que pudieran orientar las políticas sobre los servicios sociales comunitarios, sobre todo, porque muchas veces estos datos secundarios distan mucho de la realidad desde la que son generados. En este sentido, analizar cómo esas ratios de profesionales, esos beneficiarios y esas fuentes de financiación toman forma en los Centro de Servicios Sociales, supone una oportunidad muy interesante para desde ahí alumbrar la reflexión y plantear recomendaciones que pudieran mejorar la organización de los servicios sociales comunitarios en Andalucía. Desde esta perspectiva se ha desarrollado este estudio y se presentan los resultados del mismo.
El objetivo general que ha guiado la investigación ha sido el análisis del marco organizativo de los Servicios Sociales Comunitarios en Andalucía, contemplando las funciones prioritarias que realizan, los equipos profesionales que lo conforman (ratio usuarios/profesionales) y su sostenimiento económico mediante el porcentaje de financiación recibido desde las diferentes Administraciones.

This report is the result of the research that the Department of Equality, Social Policies and Conciliation of the Regional Government of Andalusia commissioned at the end of the year,Social Policies and Conciliation of the Junta de Andalucía entrusted at the end of 2019 to a team of researchers from the Pablo Olavide University.2019 to a team of researchers from the Pablo de Olavide University.

The general objective guiding the research has been the analysis of the organizational framework of Community Social Services in Andalusia, contemplating the priority functions that they perform, the professional teams that work in them, and the professional teams that work in them the priority functions they perform, the professional teams that comprise them (users/professionals ratio) and their economic support through the percentage of funding received from the different administrations from the different Administrations.
