Abstract
The present article treats to refute two seemingly opposite speeches. The speech of certain people from the industrialized countries that do not see the possibility of taking to Africa the culture of the Human rights and the Democracy, for being concepts of Philosophy from certain people of the industrialized countries; and, the speech of the political elite African opposed to any exigency of implanting the Democracy and of respecting the Human rights in his countries. An exigency that it is in the habit of labelling as invasion and as assumption of the "ideas imported", improper and harmful for her idiosyncrasy of the African peoples? On the other hand, I believe that, assuming our own African values, there is possible the Democracy and the culture of the Human rights in our peoples.
