Abstract
Los crímenes cometidos contra mujeres en Ciudad Juárez han tenido finalmente como
resultado un pronunciamiento de la Corte Interamericana de Derechos Humanos en 2009
conocido como "Campo Algodonero". En esta sentencia la Corte condena al Estado mexicano por la violación del deber de garantía. Este trabajo, además de analizar esta condena, estudia otras posibilidades de responsabilidad del Estado en base a los artículos de la Comisión de Derecho Internacional sobre Responsabilidad del Estado por hechos internacionalmente ilícitos (2001), para determinar si es o no posible, establecer la responsabilidad del Estado mexicano por violación del deber de respeto.
The Inter-American Court of Human Rights issued its decision in the "Campo Algodonero" case in 2009 concerning the crimes committed against women in Ciudad Juarez. The Court ruled that the Mexican State had violated the state responsibility to protect its citizens. This study analyzes the "Campo Algodonero" decision and other forms of State responsibility under the ILC Articles on the Responsibility of States for Internationally Wrongful Acts (2001) in order to offer conclusions about the potential responsibility of Mexico for the violation of the obligation to respect its citizens.
