¿[¿] hay que luchar y vencer la fuerte resistencia que opondrán los verdugos de las clases trabajadoras [¿]¿. Lucha política y lucha social, planteos y acción del yrigoyenismo jujeño, 1921-1930

Abstract

En Jujuy la actuación de la Unión Cívica Radical, sobre todo a partir de la apertura democrática con la vigencia de la Ley Sáenz Peña, introdujo cambios significativos en la relación del poder político con la ciudadanía, especialmente con la parte del pueblo votante campesino y trabajador que aparecía como un actor social y político de nueva visibilidad y fuerza negociadora. Es en este marco donde analizaremos cómo afrontaron los radicales desde el manejo del Estado provincial ¿particularmente la corriente dirigida por Miguel Tanco- la llamada ¿cuestión social¿, qué pensamiento y postura esgrimieron frente a la protesta social que se desarrollaba en distintos frentes, en la ciudad Capital, en los ingenios azucareros y en las haciendas de arrenderos. Constataremos un cambio de actitud del Estado provincial frente a las demandas sociales, la canalización de intereses hasta entonces ausentes de la política local, particularmente a través del yrigoyenismo tanquista. In Jujuy, the actions of the Radical Civic Union, especially after the democratic opening brought about once the Sáenz Peña Law came into effect, introduced significant changes in the relationship between political power and the citizenry, especially amongst the voting farmers and labourers, who emerged as social and political actors of new-found visibility and the strength to negotiate. It is in this context that we will analyse the way in which the radicals, amidst the manipulation exercised by the provincial Government ¿and in particular the movement led by Miguel Tanco¿ dealt with the so-called ¿social issue¿, including the viewpoints and stances they took faced with the social protestations which were taking place in the different fronts, namely the Capital city, the sugar mills and the rented farms. We will showcase a change of attitude by the provincial Government in relation to social demands, as well as the channelling of interests hitherto absent from local politics, particularly through the tanquean yrigoyenism.
