Abstract
El presente artículo tiene la intención de reflexionar sobre una cuestión a nuestro
juicio clave: El significado del derecho a la vivienda. Se trata de una cuestión básica
ya que en ella pueden residir las claves para saber hacia dónde deben ir dirigidas
las propuestas de políticas públicas para el desarrollo de este derecho fundamental.
En este proceso, además, resulta clave la necesidad de ir complejizando la cuestión.
Así, se tratarán cuestiones tales como: las semejanzas y diferencias entre las
nociones de vivienda y hogar; el significado de la introducción del adjetivo ¿digna¿;
sobre el por qué en sí mismo de la necesidad de añadir adjetivos al derecho.
Trataremos de dilucidar medidas que permitan asegurar mecanismos para que
cualquier persona tenga la posibilidad efectiva y material de acceder a un espacio
en el que desarrollar una vida que merezca la pena ser vivida, independientemente
de cómo se califique dicho espacio.
The present article has the purpose to reflect on a key issue: The meaning of the right to housing. This is a basic issue due to the fact that the keys to know where public policies that develop this fundamental right should go may rely on it. In addition, there is a key need to introduce complexuty in this process. Thus, some issues will be analysed such as: similarities and differences between notions of housing and home; the meaning of the introduction of the adjective "decent"; and about the need itself to add adjectives to the right. We will try to elucidate measures to ensure mechanisms for any person to have the effective and material possibility of accessing a space where developing a life worth living, regardless of how that space will be qualified.
