El Reformismo Borbónico en Trujillo del Perú La extinción del sistema de corregimientos y la creación de las intendencias septentrionales (1770-1784

Abstract

El presente artículo tiene como objetivo estudiar el proceso de implementación del sistema de intendencias en la región de Trujillo a fines del siglo XVIII, que convirtió a la ciudad del mismo nombre en la capital de un vasto territorio que abarcaba el norte del virreinato del Perú. Por tanto, se estudia la administración provincial previa (los corregimientos), los ensayos realizados por algunos visitadores, y la instauración definitiva del modelo, en el lapso cronológico seleccionado (1770-1784). Se analiza la situación particular de los corregimientos septentrionales en su etapa final, haciendo énfasis en el caso de Trujillo y su corregidor, el marqués de Bellavista, un integrante de la élite local que desplegó numerosas estrategias para empoderarse en el gobierno provincial. A continuación, se analizan las consideraciones de Gálvez y Areche para diseñar el nuevo macroespacio, en función de la realidad regional, las instrucciones, que se convertirían en el eje de las reformas político-administrativas, y la implementación definitiva de la nueva normativa, con los efectos inmediatos que ello produjo.

The present article aims to study the process of implementation of the system of intendencies in the region of Trujillo at the end of the 18th century, which turned the city of the same name into the capital of a vast territory that covered the north of the viceroyalty of Peru. Therefore, we study the previous provincial administration (the corregimientos), the tests carried out by some visitors, and the definitive establishment of the model, in the selected chronological period (1770-1784). The situation of the northern townships is analysed in its final stage, with emphasis on the case of Trujillo and its corregidor, the Marquis of Bellavista, a member of the local elite who deployed numerous strategies to empower himself in the provincial government. Next, the considerations of Gálvez and Areche are analysed in order to design the new macro-space, in function of the regional reality, the instructions, which would become the axis of the political-administrative reforms, and the definitive implementation of the new regulations, with the immediate effects that this produced
