Abstract
La gestión de fronteras e inmigración en la UE (UE) enfrenta tensiones entre seguridad y derechos fundamentales. Este trabajo propone un modelo de gobernanza diferenciada y colaborativa que separe funcionalmente las políticas de migración, asilo y control fronterizo, reforzando la coordinación entre Estados y agencias europeas. A partir del análisis del Pacto sobre Migración y Asilo de 2024, se plantea una reforma estructural que armonice estándares mínimos, integre plenamente la ética y los derechos humanos y promueva la solidaridad. El objetivo es lograr una gestión eficaz, coherente y alineada con los valores fundacionales de la UE.
The EU’s border management and immigration policies face tensions between security and fundamental rights. This paper proposes a differentiated and collaborative governance model that functionally separates migration, asylum, and border control policies, while strengthening coordination between Member States and EU agencies. Based on an analysis of the 2024 Pact on Migration and Asylum, it advocates for structural reform to harmonize minimum standards, fully integrate ethics and human rights, and enhance solidarity. The goal is to achieve effective and coherent governance aligned with the EU’s foundational values.
