Abstract
La política de seguridad ciudadana es una política pública sectorial en la que se integran diferentes elementos que inciden en la misma, entre ellos la organización de la administración de justicia, el modelo policial, las prisiones y otros que tienen influencia en el clima de inseguridad que afecta a los ciudadanos, como el urbanismo o la exclusión social. Sin embargo, en materia de seguridad del Estado, algunos países, de manera excepcional, realizan reservas legales, en aras de la defensa de un interés superior. A lo largo de los últimos años se han adoptado diferentes modelos para mejorar la seguridad ciudadana, especialmente el ámbito de la policía. Los principales han sido el modelo de policía legalista, el modelo de vigilancia o control y el modelo de servicio público, que han dado lugar a diferentes enfoques de la actividad policial, ninguno de los cuales se ha demostrado capaz de dar respuesta a todas las demandas de los ciudadanos.
Public security policy is a sectoral public policy that integrates different elements that have an impact on it, including the organisation of the administration of justice, the police model, prisons and others that influence the climate of insecurity that affects citizens, such as urban planning or social exclusion. However, in the area of state security, some countries, exceptionally, make legal reservations in order to defend a higher interest. In recent years, different models have been adopted to improve citizen security, especially in the area of policing. The main ones have been the legalistic policing model, the surveillance or control model and the public service model, which have given rise to different approaches to policing, none of which have proved capable of responding to all citizens' demands.
