Abstract
Son evidentes los estragos del cambio climático sobre los recursos
hídricos en Colombia y en el mundo. Mucho de lo que hoy sucede
con el agua ha sido pronosticado, pero Colombia, país con abundantes
recursos hídricos1, poca o nula atención le prestó al llamado
de la naturaleza y a sus señales, para lograr ahorro significativo del
consumo del agua, unificar la política pública alrededor del recurso
y evitar su contaminación. Se podría decir que el Estado y sus habitantes
han sido arrogantes ante el recurso. Pensaron que éste era
inagotable y que su escasez era problema de otras latitudes.
Hoy, el Estado empieza a tomar medidas correctivas desde los órganos
rectores de la política de agua potable2, sumado de la naciente
conciencia de algunos entes privados de trabajar en la gobernanza,
(término que muchas veces es confundido con gobernabilidad) para
lograr la sostenibilidad de los recursos hídricos en el País.
Con base en lo anterior, este trabajo quiere abordar los conceptos
¿gobernanza y gobernabilidad¿ en el sector de agua potable en Colombia
y plantear una decisiva vinculación de los particulares como
actores fundamentales para la conservación y gestión de los acueductos,
pero básicamente el recurso hídrico.
The ravages of climate change on water resources in Colombia and the world are evident. Much of what happens today with water has been predicted, but Colombia, a country with abundant water resources 1, paid little or no attention to the call of nature and its signals to achieve significant savings in water consumption, unify the public policy around the management of the resource and avoid its contamination. It could be said that the State and its inhabitants have been arrogant to the resource. They thought that it was inexhaustible and that its scarcity was other latitudes¿ problem. Today, the State begins to take corrective actions from the governing bodies ruling potable water policy2, plus the rising awareness of some private entities to work in governance, (a term often confused with governability) to ensure the sustainability of water resources in the country. Based on the above, this paper wants to address the concepts `governance and governability¿ in the potable water sector in Colombia and to raise a decisive engagement of individuals as key actors for conservation and management of aqueducts, but basically the water resource.
